Purpose of Classification:
The purpose of this classification is to provide operational and process support to all CCWA departments with procurement activities, such as compliance with established purchasing policies, administering the award process and tracking contracts.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Assists all CCWA departments with the procurement process and develops procurement packages; sets procurement schedule; develops and issues addendums; coordinate bid openings, creates and verifies procurement tabulations; and assists with procurement evaluation, and preparation and distribution of awards notifications.
Assists with contract preparation for agreements for goods and services collects insurance and bonds; maintains required data.
Maintains vendor information database and compiles vendor and supplier list for bid and proposal distribution.
Assists with the contract renewal processes, tracks contracts and renewal dates; notifies departments; and serves as a liaison to contractors and vendors regarding the procurement process via phone calls, email and outreach.
Set up supplier catalogs for annual contracts and/or enter contracts into computer systems: and utilize data to prepare related reports.
Assists with tracking procurement data and reporting as required.
Assists with procurement process training.
Maintains documentation in compliance with CCWA records management policies and procedures.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with supervisor, other CCWA employees, vendors, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum Qualifications:
Associate degree in Purchasing, Supply Chain Management, Business Administration, or a related field; supplemented by two years of experience in procurement in a government setting preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: None required; CPPB preferred.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-25 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
